Underground Sidewalks or Garbage Dumps

Underground sidewalks are usually built to help pedestrians cross streets easily and safely. But in many parts of Kabul, these underground sidewalks, costing millions of Afghanis from the municipal budget, cannot be used because of the disregard of people and officials.
Even worse, the underground walkways in districts 11 and 15 of the city of Kabul have become garbage dumps.
Disregard for cleanliness as well as lack of familiarity with urban culture are among the factors that have caused pollution and the accumulation of waste all over the city.
